About Our Programs

CLTRE is launching development programs designed to support neighborhood and small-scale development led by the community, for the community. These programs provide training, technical assistance, and access to capital for residents and emerging developers to acquire, renovate, and build properties that serve local needs. Focused on preserving neighborhood character and preventing displacement, the programs aim to create pathways for ownership, generational wealth, and community-led revitalization. By nurturing a pipeline of culturally rooted, community-based developers, CLTRE is building a model for equitable growth and long-term neighborhood sustainability.

CLTRE House

CLTRE House is a visionary community development project located in Sacramento’s District 2, designed to serve as a cultural, creative, and economic hub. Rooted in the mission of CLTRE, a community development corporation, CLTRE House aims to revitalize the Del Paso Heights corridor by providing affordable workforce housing, vibrant retail spaces, and creative infrastructure that supports local talent and entrepreneurship. Inspired by the resilience of the community following the 2021 Casa Bella Galleria fire, CLTRE House honors cultural heritage while building a sustainable and inclusive future.

The project is being developed in multiple phases, with Phase 1 focused on delivering workforce housing for residents earning between 70% and 120% of the area median income (AMI). With $600,000 secured from Community Vision, a leading Community Development Financial Institution (CDFI), and key partnerships with Vertical Pacific (Development Partner) and Salazar Architects (Architect), the foundation for the project is solid. Additional funding is being raised to complete predevelopment and ensure long-term impact, with support from stakeholders like Congressman Ami Bera, local banks, and community-based organizations.

More than just a building, CLTRE House represents a new model for neighborhood transformation—blending real estate development, community programming, and economic development tools into a cohesive, community-first strategy. It’s a physical manifestation of CLTRE’s broader vision to shift the cultural landscape in California cities by 2040, creating spaces where art, culture, housing, and entrepreneurship intersect. CLTRE House is not only a space to live and work, but a place to belong and thrive.
